Canada province urges shopkeepers
to stop saying 'Bonjour-Hi'

The unofficial greeting in the bilingual Canadian city of Montreal has long been a friendly "Bonjour, Hi!"
① But that standard is no more since a motion mandating store clerks to greet customers only in French was passed in Quebec's provincial legislature. The move reaffirms French as the primary language in the province, where use of English can be controversial.
② The motion - which is not a law - was passed unanimously, but the province's premier called the debate "ridiculous". Introduced by the fiercely Francophile Parti Quebecois, the motion "invites all businesses and workers who enter into contact with local and international clients to welcome them warmly with the word 'bonjour'".
③ "It's about being original and being ourselves, and being ourselves is a major Francophone city with an Anglophone community," said PQ house leader Pascal Bérubé.

④ "First thing you have to say, I think, is 'bonjour.' It's about respect, it's easy to understand." Premier Philippe Couillard, a Liberal, objected to the original wording of the motion, which called the inclusion of "Hi" in greetings "an irritant".
⑤ He accused the PQ of trying to fan the flames of language war and stoke division in the province.
He said the whole debate was "ridiculous", but agreed to vote in favour of the motion once the word "irritant" was removed.
⑥ Many in Quebec see their French identity as being under threat. It is the only Canadian province where French is the sole official language. However, there are also sizeable Anglophone communities within Quebec, especially in the cosmopolitan hub of Montreal.

⑦ The Office quebecois de la langue francaise (OQLF) oversees the preservation of the French language in the province - sometimes at the expense of commonly used words. In 2013, an Italian restaurant was forced to remove "pasta" from its menu because it is not a French word.
⑧ In 2016, a restaurant called La Mama Grilled Cheese in Quebec City received a letter from the language agency chastising them for their Anglicism.
⑨ This year, the language watchdog quietly loosened some of its restrictions, allowing words like "grilled cheese", "cocktail" and "drag queen" back into the lexicon.

　2言語が使われているカナダの都市モントリオールでの日常の声かけは、これまでずっと友好的な〝Bonjour, Hi〟である。

①　しかしその標準的挨拶は、店員に対しフランス語でのみ客に挨拶すべしとの動議がケベック州議会を通過して以来、もはやありえない。動議はフランス語を州の第一言語と再確認したから、ここでは英語の使用は物議を醸しそうである。

②　この動議（法規ではない）は満場一致で通過したが、州首相は論議を「馬鹿げている」とした。強烈にフランス寄りのケベック独立党が起案したものだから、この動議は、「地域の客とも国際的な客とも関わることになる全ての商店や店員たちに〝bonjour〟だけの声かけで温かく迎えるように要請している」、と。

③　「この動議は原点たる出生についてであり、また我々自身についてである。我々自身ということは、英語を話す住民と共存しつつも大半がフランス語を話す住民の都市ということだ」と、ケベック独立党議長のパスカル・ベルベ氏は言った。

④　「思うに、最初に為すべき声かけは〝bonjour〟です。これは敬語であり、よくわかりあえる」。ケベック州首相のフィリップ・クイヤール氏（自由党）はこう言い、中に〝Hi〟が含まれていることを〝逆なで〟と呼ぶ動議の当初の語呂合わせに反対した。

⑤　州首相はケベック独立党を、言語戦争を燃え盛らせようとし、州の分断をあおっている、と非難した。
　彼は、議論は全て〝馬鹿げている〟と言ったが、〝逆なで〟なる語を一旦取り除いて、動議を支持する投票に同意した。

⑥　ケベック州の多くの住民は彼らのフランス人意識が脅威にさらされていると思っている。ケベック州はカナダでフランス語が公式用語である唯一の州だ。しかしながら、同州にはまたかなりの英語圏地区がある。とくに国際都市たるモントリオールがそうだ。

〝grilled cheese〟や〝cocktail〟の用語を禁じた場所

⑦　「フランス語のケベック州庁」（OQLF）は、同州でフランス語が守られているかどうかを監視している。ときには、普段使われている言葉を犠牲にしてでも。2013年に、あるイタリア料理店が、メニューに記載の文字〝pasta〟を強制的に削除させられた。それがフランス語でないとの理由で。

⑧　2016年に、ケベック市の〝La Mama Grilled Cheese〟というレストランは、語学局から店名が英語表現だとのかどで非難する通達を受け取った。

⑨　本年、監視犬とも言うべき語学局はいくつかの制約を暗黙裡にゆるめた。例えば、〝grilled cheese〟〝cocktail〟〝drag queen〟といった言葉を単語集に戻すのを許すことになった。

トイザらス、25店舗の閉鎖を準備

⑩　BBCが理解するところによると、トイザらスは英国における106店舗の約4分の1を閉鎖し、数百人の従業員解雇を準備している。閉鎖は同社各店舗の地主に対する負債再交渉の取引条件の一つなのだろう。

⑪　従業員約3000人を有するおもちゃ業界の巨人は、〝大箱〟（big-box）と称する郊外店舗方式からの撤退をにらんでいる。クリスマスの買い物やギフト・カードは影響を受けない見通しだ。

　同社は、地主との交渉開始について、役員会と米国の親会社からの了解を求めている。会社再建専門のAlvarez and Marsal社は本件で任意債務手続き（CVA）を始めているようだ。同社はトイザらスの負債に関する取引を次のようにまとめようとしている。つまりそれは、トイザらスが、負債額の返却を迫られることなく、商売の継続を許されるようにするということだ。トイザらスの広報担当者はCVAの進捗状況や店舗閉鎖や従業員解雇についてコメントしないのではないか。CVAの手続きは、9月に公表されたトイザらスの米国親会社を含む倒産防止手続きとは切り離されている。

次に何が起こるか

　小売業分析家であるInsight With Passionのケイト・ハードキャッスル氏によれば、トイザらスの試練は小売業界共通の問題だ。

⑫　「おもちゃ小売業もファッション関係小売業も、全てが店舗を減らしています。差し迫っています。あと24ヶ月もすれば、はるか多くのこの種のニュースを目にされるでしょう」と、ハードキャッスル氏は言った。

⑬　彼女によれば、トイザらスはことにネット通販の台頭に身をさらされている。なぜならネットは有名品や信用のおけるブランド品を提供しており、顧客はおもちゃや電化製品をオンラインで快適に手に入れているからだ。

⑭　 「これほど大規模なブランドの業界はありません。もし私がLegoを買っているならば、LegoはLegoなのです」。「トイザらスは商品が高く積み重ねられている通路に事欠きません。しかし、彼らは商戦でインターネットには絶対勝てないでしょう」。

⑮　ハードキャッスル氏は続けて、トイザらスはネットによる販売の品数豊富・低価格と、HamleyやLegoやディズニーといったおもちゃ屋が提供する演出や無料の余興のはざまで身動きできなくなっているとし、「トイザらスはこのいずれの市場空間にも向いていません」、と話した。

A Canadian province has passed controversial legislation that will require citizens to (1 uncover) their faces while providing or accessing public services. A move, critics say, targets Muslim women who wear niquabs.
The Quebec government approved Bill 62 on religious (2 newtrality) on Wednesday. Quebec Premier Philippe Couillard (3 cited) communication, identification, and security as the reason.
But a Muslim advocacy group says the law (4 boils down to) ugly identity politics ahead of an upcoming election. The leader of a federal party says he believes the law violates human rights.

"We can't have the state tell people what to wear or what not to wear. And that particularly when it's applied in a way that will (5 disproportionately impact) some people than others. That to me reflects a law that is discriminatory and that breaks a fundamental principle of human rights."
